You Won’t Believe What Was In the Plan That Was Circulated For Trump’s Homeland Security Department

First off, before I launch a new rumor I want to apologize for an older one. A week ago I posted a rumor that Kansas Secretary of State and immigration hardliner Kris Kobach was a favorite for Attorney General. As it turned out that was wrong. But as a transition is a time of blogging gold, I refuse to be deterred.
Yesterday, Kobach met again with the president elect. This time was more than a get-to-know-you session because the photograph of the two men showed papers that would seem to have been used at the meeting.
This is the official photo:

and this is a blow up of the papers you can see in Kobach’s hand

A written plan for the Department of Homeland Security brought by Kansas Secretary of State Kris Kobach into his meeting with President-elect Donald Trump spells out a desire to question “high-risk” immigrants over support for Sharia law and the U.S. Constitution.
The document is arranged in a numbered format. The first point reads, “Bar the Entry of Potential Terrorists.”

The document calls for updating and reintroducing the National Security Entry-Exit Registration System. The program was implemented in the wake of the 9/11 attacks, but largely suspended in 2011.
“All aliens from high-risk areas are tracked,” the document reads.
The document then calls for “extreme vetting questions” for “high-risk aliens”; echoing Trump’s campaign rhetoric. High-risk aliens would be questioned about support for Sharia law (Islamic religious law), jihad, the equality of men and women and the U.S. Constitution.
The document also asks for reducing the intake of Syrian refugees to zero.
The rest of the page is either partially or totally obscured by Kobach’s hand and arm. When the photograph was taken, Kobach was standing outside with Trump – it is highly unlikely Kobach wasn’t aware he was being photographed.
The document contains obscured references to the arrest and removal of illegal aliens, “386 miles of existing actual wall,” the post-9/11 PATRIOT Act, and voter rolls. “Draft amendments to National Voter —” can also be seen, perhaps a reference to the National Voter Registration Act.
You have two possibilities here. First — my favorite — is that Kobach is essentially the choice for Homeland Security. His appointment there would ensure that immigration laws are enforced and that the get-out-of-jail-free card the Obama administration has given Islamic extremists has been revoked. The second, alluded to in the penultimate paragraph in the pull quote, is that Kobach and Trump knew they were going to be photographed and used that opportunity to basically “leak” their discussion. If the second thing is true then you have to consider whether the photographed document is real or if it is an elaborate head-fake designed to encourage supporters and whip up leftist frenzy letting Trump’s Homeland Security make less drastic policy changes and get plaudits from people who were expecting the worse.
